Developers need tools for creating applications. You can use notepad and the SDK and build apps or you can install the Visual Studio Extensions and have VS help you configure, layout and and compile your application. The UI designer in Visual Studio 2005 is very limited. The majority of the work Microsoft is putting into the designer will be for the next version of Visual Studio. That is why I suggest you try the Expression Blend beta too. Expression Blend is nearly ready to ship and its UI designer interface it vastly better than the one in Visual Studio.
